			<content:encoded><![CDATA[<p>&#8220;The ‘Open Access‘ movement which is built on the principle that the publicly funded research should be freely accessible online is gaining momentum around the world. In India, according to the Registry of Open Access Repositories and Directory of Open Access Repositories nearly 80 repositories have been registered since 2004 and three of them are listed in the top 200 of world repositories ranking. However, this momentum is slow in the field of agricultural sciences when compared with other sciences in India. Only few institutional repositories viz., Eprints@IARI, Eprints@CMFRI, E-Repository@IIHR, DSpice@IISR along with a thematic repository ‘OpenAGRI‘ have been established till date. Following the calls from Budapest Open Access Initiative and Berlin Declaration, M.S. Swaminathan Research Foundation, the Indian Academy of Sciences and the Indian National Science Academy took lead in Open Access activities in India. During the 93rd Indian Science Congress held in Hyderabad, a ‘Optimal National Open Access Policy for India‘ was proposed and  the National Knowledge Commission of India had recommended an Open Access mandate for publicly funded research.  As per the University Grants Commission‘s regulations (2009), a digital repository of Indian Electronic Theses and Dissertation ‘Shodhganga‘ was set up and made accessible to all.&#8221;</p>

			<content:encoded><![CDATA[<p>C&#8217;est presque devenu une tradition. Juste avant le départ en stage des 2ème années &#8220;Métiers du livre&#8221; du DUT Infocom de La Roche sur Yon, je leur confie, à l&#8217;issue du cours sur la &#8220;bibliothéconomie et le livre numérique&#8221;, un sujet de nature prospective, moins pour mesurer ce qu&#8217;ils ont retenu dudit cours &#8211; mais un peu quand même &#8211; que pour voir la manière dont ils/elles se projettent dans leurs futurs métiers. Et je n&#8217;ai jamais été déçu par leur inventivité <img src='http://f.hypotheses.org/wp-includes/images/smilies/icon_wink.gif' alt=';-)' class='wp-smiley' /> </p>
<p>LES SUJETS.</p>
<p>SUJET 1 : Le numérique va bouleverser nombre de points essentiels dans l&#8217;exercice des métiers de la librairie de l&#8217;édition et des bibliothèques.  En vous appuyant sur le contenu du cours et en fonction de votre projet professionnel réel (ou imaginaire), vous vous mettrez dans la peau d&#8217;un  libraire, éditeur ou bibliothécaire (au choix) pour proposer un discours argumenté sur l&#8217;état de la librairie/édition/bibliothèque en 2020. Vous évoquerez notamment (mais pas exclusivement) la situation des 3 grands acteurs que sont Google, Amazon et Apple. Vous montrerez comment la situation du &#8220;livre numérique&#8221; à changé (ou pas) l&#8217;exercice de la profession choisie et ferez la liste des bouleversements ou des changements qui ont eu lieu depuis 2012 et la manière dont ladite profession a choisi d&#8217;y répondre ou de les ignorer.</p>
<p>SUJET 2 : Dans une interview au journal Libération (http://www.liberation.fr/culture/01012357658-petite-poucette-la-generation-mutante), Michel Serres a déclaré : &#8220;on a construit la Grande Bibliothèque au moment où l’on inventait Internet ! Ces grandes tours sur la Seine me font penser à l’observatoire qu’avaient fait construire les maharajahs à côté de Delhi, alors que Galilée, exactement à la même époque, mettait au point la lunette astronomique. Aujourd’hui, il n’y a que des singes dans l’observatoire indien.&#8221;   En reprenant les points vus en cours, et sans vous limiter obligatoirement au seul domaine des bibliothèques, vous développerez un point de vue argumenté pour indiquer ce que vous pensez de la déclaration de Michel Serres. </p>

			<content:encoded><![CDATA[<p>In March 2012, PLoS Computational Biology took what we hope will be a first step in a new level of interaction between publishers, researchers and the public. “Topic Pages” are a new article type, written in the style of a Wikipedia article. The page, which should fill a gap in Wikipedia’s computational biology content, is peer reviewed. Once accepted, a version of record is published in PLoS Computational Biology, with the text being uploaded to Wikipedia very soon afterwards to undergo the usual updates and edits of articles on the site. In the following guest post, our Topic Pages Editor, Daniel Mietchen, explains the motivations and hopes for this experiment.</p>

			<content:encoded><![CDATA[<p>Murdoch pays his journalists and editors, and his companies generate much of the content they use. But the academic publishers get their articles, their peer reviewing (vetting by other researchers) and even much of their editing for free. The material they publish was commissioned and funded not by them but by us, through government research grants and academic stipends. But to see it, we must pay again, and through the nose.</p>
<p>The returns are astronomical: in the past financial year, for example, Elsevier&#8217;s operating profit margin was 36% (£724m on revenues of £2bn). They result from a stranglehold on the market. Elsevier, Springer and Wiley, who have bought up many of their competitors, now publish 42% of journal articles.</p>
<p>More importantly, universities are locked into buying their products. Academic papers are published in only one place, and they have to be read by researchers trying to keep up with their subject. Demand is inelastic and competition non-existent, because different journals can&#8217;t publish the same material. In many cases the publishers oblige the libraries to buy a large package of journals, whether or not they want them all. Perhaps it&#8217;s not surprising that one of the biggest crooks ever to have preyed upon the people of this country – Robert Maxwell – made much of his money through academic publishing.</p>

			<content:encoded><![CDATA[<p>The challenge is how we get there without ruining the value added by academic publishers. The controversy about the status and reliability of reviews on TripAdvisor is a reminder of how precious genuine, objective peer review is. We still need to pay for such functions, which is why one attractive model – known as gold – has the funders of research covering the costs. Another approach, known as green, includes a closed period before wider release during which journals can earn revenues.</p>
<p>While opening up the fruits of research is a seismic shift for academic publishing, it is not a leap into the unknown. There are many good examples in medicine. For instance, the Wellcome Trust requires all the research it funds to be made freely available online. A report this year from the U.S. Committee for Economic Development has concluded that the US National Institute of Health&#8217;s policy of open access has accelerated the transition from basic research to commercialisation, generated more follow-on research and reduced duplicate or dead-end lines of inquiry – so increasing the US government&#8217;s return on its investment in research. And the researcher Philip Davis has found that, when publishers randomly make articles open access on journal websites, readership increases by up to 250%.</p>
